Cap-and-Invest Program Updates and Linkage Rulemaking Informal Comment Period

This is an informal comment period for Cap-and-Invest Linkage Program Updates and Linkage Rulemaking to amend Chapter 173-446 WAC and Chapter 173-441 WAC to make improvements to the implementation of the Cap-and-Invest Program, facilitate the linkage of Washington’s carbon market with the California-Québec carbon market, as well as make other necessary updates. 

 

Any information provided in this comment form may be publicly disclosed. While we will not be responding to written comments during the informal comment period, the comments will be used to inform the rule language where applicable.  


We are requesting comments related to implementation of HB 1975 as well as comments on the draft rule language we shared over the summer. This is the final opportunity for the interested parties to comment on the full scope of rule language before rule proposal.
