This is a 30-day public comment period for the review of CyrusOne Data Center's draft air permit, technical support document, and notice of construction (NOC) application with associated documents.
We propose to approve CyrusOne Data Center's air quality notice of construction (NOC) application. The facility has requested to:
Reduce the number of permitted emergency generators from 42 to 22.
Remove approval conditions that limited operations of multiple generators use to one day per year on average.
Modeling was performed for a worst-case scenario that allows hours of operation to extend for up to two days per year on an average of three years.
These changes will reduce the permitted amount of air emissions for all pollutants annually from the facility located at 1025 D Street NW, in Quincy.
We determined this proposal satisfies the requirements of Chapter 173-400 WAC. We plan to approve the application.
Tentative online public hearing
(if requested by November 9, 2025, 11:59 p.m.)
Date/Time: Monday, November 24, 2025, 6 p.m. online
We will hold a public hearing if there is significant public interest. If we do not receive significant written requests for a public hearing by November 9, 2025, then the online public hearing will be cancelled. We will update our web page cancelling the public hearing or with a link to the public hearing. If you request a public hearing, tell us if you need interpretation in a language other than English.
Accessibility: To request ADA accommodation for the public hearing, email janice.batchelor@ecy.wa.gov by November 14, 2025. Or call 509-496-3003, 711 (relay service), or 877-833-6341 (TTY).
